Tama 38

Tama 38 is an Israeli national outline construction plan aimed for existing residential buildings that are in risk of being severely damaged on an earthquake. The Israeli national construction earthquake standard named 413 standard took place only on construction projects that were built from 1980. The purpose of Tama 38  is to encourage the renewal of residential buildings that are under risk while also earning the city infrastructure renewal.

New construction (or renovation in some cases) that is made according to the Tama 38 plan is based on the receiving of additional construction rights (areas) added to the existing building, rights such as: new floors, enlarging the existing floors, new balconies to be added and more. These "extra" rights are given in order to encourage developers to preform the construction / renovation of the building in return to the right meaning no charge of any kind to the building tenants.      

Tama 38 offer 2 kinds of construction proceddures:

Tama 38/1 – Reinforcing the existing building structure (renovation)

Tama 38/2 – Construction of a new building replacing the old one

Each construction procedure suit different kind of buildings (based on it's architectural status) and  while both are protecting the building in a case of an earthquake.  

 

Tama 38/1 - Reinforcing the existing building structure (renovation)

Important to know:

1. The building will be reinforced according to the Israeli 413 standard

2. 25 sqm cab be legally aded to each apartment, based on the old apartment size. notice: adding extra sqm to apartment is not possible in every project 

3. Balcony might be added to every apartment, the size and possibility to add balcony is based on the local municipality planing roles

4. New lobby and  public systems (communication, water, electricity etc.)  will be planned in the building.

5. The building facades will be reconstructed and all windows will be replaced

6. An elevator will be added to the building

7. New apartments will be added to the building

Basic requirements for the project:

The building was built before 1980

Of the tenants agreed to the project 66%

Tama 38/2 - Construction of a new building replacing the old one

Important to know:

1. The old building will be destroyed and a new one will be built instead

2. The new building will be built according to the Israeli 413 standard

3. 25 sqm cab be legally aded to each apartment, based on the old apartment size. notice: adding extra sqm to apartment is not possible in every project 

4. Balcony might be added to every apartment, the size and possibility to add balcony is based on the local municipality planing roles

5. New lobby and systems (communication, water, electricity etc.)  will be planned in the building.

6. The construction specification of the tenants & developer will be the same.

7. As possible every tenant will be upgraded to a higher floor in the building.

8. Monthly rent will be paid to the tenants the whole time the building is under construction.

9. The developer will share the move in & move out costs with the tenants.

10. New apartments will be added to the building
